Bob Popinski, Associate
With experience in both education and legislative matters, Bob has provided in-depth coverage and analysis of the past seven Legislative Sessions and the two most recent school finance court cases. He has also conducted detailed studies on fast-growth school districts in Texas and the state’s school transportation funding system. His primary responsibility is assisting districts with Chapter 313 agreements. For more than a decade, he has helped school districts adopt and administer more than 300 property value limitation projects under this economic development program. He holds a Master of Public Affairs degree (2003) from the Lyndon B. Johnson School of Public Affairs of the University of Texas at Austin. He was also a member of the Teach for America program (1998-2001), teaching fourth grade and computer science in Phoenix, Arizona. He received his undergraduate degree from St. Edward’s University in 1998.
